Under the supervision of the Director of Facilities, performs contract negotiation and management. Works with department management to write and execute service contracts for optimum performance and cost. Performs preventive maintenance and service cost analysis and new contract scope evaluation.
Assists the Director of Facilities with the Service, Fiance & Technology VAT team.
Develops negotiation strategy and leads negotiation team on complex contractual issues.
Drafts moderate to complex, non-routine contractual instruments.
Reviews and ensures that all terms and conditions meet or exceed all necessary requirements for regulatory requirements and Torrance Memorial Medical Center’s protection.
Assists with the development, redevelopment, and deployment of Service and Maintenance Contract Information System.
Maintains the Service and Maintenance Contract Information System and ensures that all contracts are kept current.
Collaborates with all levels of management and end users to ensure that service contracts are assembled utilizing productive strategies that are beneficial and cost effective.
Collects data and generates reports.
Conducts termination of contracts in all aspects when necessary.
Provides guidance and leadership to internal and external stakeholders.
Performs cost analysis of new services, equipment, or contracts under consideration.
Prepares RFP specifications, analysis of RFP responses, clarification of vendor responses, collections of additional information and comparison of responses based on selection criteria.
Negotiates price, delivery, payment and other terms with vendors, assuming that all purchases are made at the lowest total for cost possible.
Supports development and reporting of information for budgeting needs.
Acts as a liaison between Materials Management and Facilities Department in matters of service and contract information, contract management and development, and VAT initiatives.
Department Specific Competencies
Master's degree in business administration, clinical engineering or related field.

Five years of Clinical Engineering and/or complex contract negotiation and management experience may be accepted in lieu of formal education. Five years experience in the procurement of medical supplies, service and equipment. Ability to perform detailed statistical and financial analysis and conduct presentations. Five years of experience working with Lawson Materials Management System, Excel, Word and Access.2 years experience or education in contract law.
