Job Description

Responsible for assisting the Director of Advanced Practice or Manager of Advanced Practice in assessing, planning, organizing, and implementing designated advanced practice provider (APP) activities; including serving as a resource and role model for clinical practice, training, evaluation and direct management of practitioners and students in in diverse service areas to ensure optimal quality of patient care.   MINIMUM SPECIFICATIONS Education - Physician Assistant: - Bachelor's Degree from an accredited college or university and successfully completion of an accredited Physician Assistant Program recognized by the Accreditation Review Commission on Education for the Physician Assistant (ARC-PA) or its predecessors. - Advanced Practice Registered Nurse: - Master's Degree in Nursing accredited through the Commission on Collegiate Nursing Education (CCNE) or the Accreditation Commission for Education in Nursing, Inc. (ACEN).   Experience - 7 plus years of clinical experience as an Advanced Practice Provider (APP) in any field. - 2 plus years of progressively responsible supervisory experience.   Equivalent Education and/or Experience - Current employees hired at Parkland before 3/1/2014, may have an equivalent combination of education and experience.   Certification/Registration/Licensure - Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.B: An Introduction to the National Incident Management System (NIMS) or obtain within 30 days of placement in role. - Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.C: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals or obtain within 30 days of placement in role. - Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) or obtain within 30 days of placement in role. - Must have current healthcare provider CPR course completion card from one of the following: - American Heart Association - American Red Cross - Military Training Network. - Must meet and maintain licensing and registration requirements as delineated by the Medical Staff Bylaws, Medical Staff Rules and Regulations, and Credentialing Policies/Procedures.   - For Physician Assistant: - Current, valid Physician Assistant licensure from the Texas Board of Physician Assistants - Current certification as a Physician Assistant by the National Commission on Certification of Physician Assistants For Advanced Practice Registered Nurse: - Current RN licensure from the Texas Board of Nursing; or, valid Compact RN license. - Current licensure from the Texas Board of Nursing as an Advanced Practice Registered Nurse (APRN) with authorization to practice as a Family, Adult, Gerontology, Adult-Gerontology Primary Care, Adult-Gerontology Acute Care, Acute Care Nurse Practitioner, Pediatric, Neonatal, Psychiatric Mental Health, or Women's Health Nurse Practitioner. - Must have active certification as Nurse Practitioner by one of the following: - Family Nurse Practitioner (FNP) by American Nurses Credentialing Center (ANCC) or American Academy of Nurse Practitioners Certification Program (AANPCP)  - Adult Nurse Practitioner (ANP) by ANCC or AANPCP  - Gerontology Nurse Practitioner (GNP) by ANCC or AANPCP  - Adult-Gerontology-Primary Care Nurse Practitioner by ANCC or AANPCP  - Adult-Gerontology-Acute Care Nurse Practitioner by ANCC or American Association of Critical-Care Nurses Certification Corporation (AACNCC)  - Acute Care Nurse Practitioner (ACNP) by ANCC or AACNCC  - Pediatric Nurse Practitioner  Primary Care (PNP-PC or PPCNP) by Pediatric Nursing Certification Board (PNCB) or ANCC  - OR-Pediatric Nurse Practitioner  Acute Care (PNP-AC) by PNCB  - Neonatal Nurse Practitioner (NNP) by NCC - Psychiatric Mental Health Nurse Practitioner (PMHNP) by ANCC  - Women's Health Nurse Practitioner (WHCNP) by National Certification Corporation. Skills or Special Abilities - Provides care to assigned patient population in accordance with the current State of Texas Nursing Practice Act or Texas Medical Board Rules, as applicable to licensure, established protocols, multidisciplinary plan of care, and clinical area specific standards. - Must demonstrate leadership ability through both superior clinical skills and as a practice development resource. - Must have effective verbal and written communication skills. - Must have effective leadership skills to include motivation, recruitment, retention, and change management. - Must demonstrate knowledge of Parkland policies, structure, procedures, and mission. - Must demonstrate patient centered behaviors.   - Preferred: - Spanish proficiency is preferred.   Responsibilities 1. Coordinates the Advanced Practice Registered Nurse (APRN) and Physician Assistant (PA) practice, including planning, organizing, and directing staff roles and responsibilities. Serves as an expert clinical resource for educational, practice, and personnel issues. Evaluates and revises practice protocols as needed to ensure timely, safe and effective delivery of patient care services. Provides direct patient care to ensure timely and effective delivery of patient care services. Must be able to demonstrate full orientation to a single clinical area and provide clinical coverage for area as needed. 2. Recruits, selects and educates staff advanced practice providers (APPs). Educates, supervises, motivates, and evaluates APP staff and students to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers. Prepares departmental reports, monitors staffing levels and adjusts schedules as needed to ensure effective operations. Ensures that assigned employees receive opportunities to further their knowledge. May lecture in professional and lay community. 3. Responsible for ensuring compliance with Parkland's clinical practice guidelines or directives. Maintains and implements knowledge of all federal, state & Parkland rules, regulations, policies, procedures, laws and practice guidelines, including certification and Joint Commission requirements that impact the APRN and PA fields and ensures that activities are in compliance. Seeks advice and guidance as necessary to ensure proper understanding. 4. Serves on multidisciplinary, departmental and Parkland committees as selected and assigned. Contributes time, ideas, and support to Parkland special projects that support the mission and objectives of the assigned department. Collaborates with Quality and Risk Management staff to develop, implement, and evaluate quality indicators for selected area(s). Assists in developing, implementing, and monitoring annual goals and objectives for the APP department that supports the mission and objectives of the assigned division and Parkland. 5. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the APP departments and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. 6. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. 7. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the APP area/department/division. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. 8. Develops and monitors annual budgets that ensure the APP department has the necessary funds to carry out the goals and objectives that have been established for the department. 9. Develops, implements, monitors, and revises annual goals and objectives for the APP department that support the missions and objectives of Parkland. 10. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.   Job Accountabilities: 1.
