Reporting to the Department Executive Director and the
Senior Associate Dean for Finance and Administration, the Chief Administrative
Officer (CAO) functions as the senior administrative and business executive for
the Division of Laboratory Animal Medicine (DLAM).
In this role, you will provide leadership and direction for a wide range of functions to help drive the mission of DLAM, which is “to support UCLA’s premier research program by promoting the highest standards of animal care, welfare, regulatory compliance, and customer service.”
In addition to providing administrative and operational oversight, you will also manage the financial viability of the department and will develop, implement and maintain an administrative and financial infrastructure that effectively supports the department’s operations and academic missions. The department is a Sales and Service operation with an annual budget of over $22M, including income from surgical, diagnostic, technical and research services. DLAM operates in 16 buildings on campus and 1 satellite facility in over 165K sq. ft.
Finally, you will serve as a strategic partner to the Department Executive Director and the Senior Associate Dean for Finance, Administration, and their delegates. You will expertly lead a team to achieve the strategic priorities and objectives of the DGSOM and by extension the department.
5 to 10 years of leadership experience in a large institutional health care or academic medicine environment is required.
Bachelor’s degree required. Master’s degree in Public Health, Public
Administration, Health Administration or Business Administration preferred.
Strong financial management skills with experience in the areas of cost analysis, fund management, budgeting and forecasting.
Developed and managed budgets greater than $15 million. Strong Financial Planning & Analysis skills (FP&A), in addition to strong accounting skills. Ability to critically assess financial analysis and forecast to make strong business decisions.
Excellent communication skills, written, verbal and presentation/public speaking abilities.
Excellent interpersonal skills to maximize functional interaction and to establish and maintain
cooperative working relationships with a wide variety of individuals and groups.
Demonstrated effective leadership in a large matrixed organization.
Successfully managed large scale projects and strategic initiatives. Developed strong partnerships and working relationships with leaders throughout the institution. Fostered team development and effectively managed staff and resources.
Excellent problem solving and decision-making skills with the ability to identify root causes and needs.
Ability to critically analyze information, situations, policies or procedures and formulate viable recommendations.
Excellent strategic planning skills with the ability to identify short/long-term goals and objectives.
Working knowledge of research protocols and procedures, ARC policies and general research policies of the University.
Working knowledge of departmental, campus, and/or governmental guidelines (OMB Uniform Guidance, NIH Cost Analysis) relative to budget control, cost analysis and rate setting in an animal research facility.
Knowledge of the Animal Welfare Act, relating to laboratory animal husbandry to retain accreditation.
Working knowledge of various governmental agencies involved in resident appointments (Immigration and Naturalization Service)
