The N.C. Division of State Operated Healthcare Facilities (DSOHF) oversees and manages 14 State Operated healthcare facilities2 that treat adults and children with mental illness, developmental disabilities and substance use disorders.  The facilities2 implement statewide standards of care that are unique to each disability group and programs that best meet the treatment and care needs of the populations served. DSOHF partners with regional advocacy groups, managed care organizations (MCOs), community provider systems, the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services as well as other stakeholders.


Alcohol and Drug Abuse Treatment Centers

ADATCs are designed to treat persons with addictions and/or co-occurring disorders (addiction and mental health diagnoses). They provide detoxification services, substance abuse treatment and education, psychiatric services, rehabilitation therapy, social work, nursing, psychological and collateral treatment services for family members of consumers served.  Facility locations include:

Developmental Centers

The Developmental Centers provide comprehensive, residential supports to maintain or improve the health and functioning of individuals with intellectual and/or developmental disabilities (I/DD). The services may include short-term, specialized programs for individuals in identified target populations (Autism; dually diagnosed; etc.) with the goal of community re-integration.  Facility locations include:

Neuro-Medical Treatment Centers

The Neuro-Medical Treatment Centers are specialized long-term care facilities2 certified by the Centers for Medicare and Medicaid Services (CMS) under OBRA regulations.  Residents residing at the Neuro-Medical Treatment Centers have primary diagnoses of chronic or persistent medical conditions.  The health and physical status of these residents require 24-hour supervision including support, daily nursing assessment and assistance with activities of daily living.  Each of the Neuro-Medical Treatment Centers is a specialty center, and as such, their services are limited to unique populations which include people with intellectual and/or developmental disabilities who are aging, people with Alzheimer’s Disease or related dementias, and elderly people who have a history of a psychiatric illness whose medical conditions require 24-hour nursing care.  Neuro-Medical Facility locations include:

Psychiatric Hospitals

The Division's psychiatric hospitals provide inpatient services to people whose mental health needs exceed the capability of community services. Services are provided for adults, older adults, children and adolescents. All of the hospitals are accredited by The Joint Commission (TJC) and are certified by the Centers for Medicare and Medicaid Services (CMS).  Facility locations include:

Residential Programs for Children

Wright and Whitaker are residential schools for children and adolescents who have severe emotional and behavioral needs.  Both schools employ a re-education model which prepares the child/adolescent to successfully return to his community. These schools serve the entire state and include:
