Reporting to the Director of Employment Services the Talent Acquisition Manager manages the full cycle results driven sourcing and recruiting efforts to meet the talent resources needs of Cape Cod Healthcare (CCHC) This key role develops and relies on metrics effective business partnerships deep knowledge of recruiting best practices and the development of an effective team environment to deliver recruiting success

Description:

Leads a team of recruiters and recruitment support staff to successfully and strategically deliver on hiring targets in a fast-based, deadline driven environment;

Serves as the subject matter expert for CCHCs applicant tracking system (Oracle Taleo), providing guidance to ensure efficient management of processes from requisition creation to hire;

Working with team, creates and consistently delivers a best in class candidate experience;

Provides a metric-driven approach to design and measure a sustainable and innovative high-volume recruitment strategy;

Determines recruitment Key Performance Indicators (KPIs) and regularly generates and presents reports to HR leadership;

Actively cultivates a network of relationships inside and outside the organization, resulting in the development of a robust pipeline of high-quality candidates;

Collaborates with departments and HR colleagues to forecast and resource to annual hiring needs ensures alignment between business strategy and talent strategy;

Drives and evolves use of Predictive Index (behavioral assessment tool) in the recruitment and selection process;

Consistently examines and executes process and procedural improvement to:

Optimize technology in overall recruitment strategy

Reduce time to fill

Reduce the application to hire timeline

Reduce utilization of Travelers and other interim staffing

Increase number of quality hires

Manages the employee referral program;

Oversees a selection process, ensuring compliance with state and federal labor laws;

Develops and provides training and resources to hiring managers on interview and selection best practices;

Continuously communicates and reinforces CCHCs employment brand and culture, promoting the value proposition and benefits of working for CCHC;

Manages the development of a comprehensive onboarding process;

Conducts market research to understand where external talent pools exist and works collaboratively with internal stakeholders to explore initiatives to tap into those talent pools;

Partners with other HR staff as needed to resolve candidate issues and to ensure a smooth and successful recruitment and onboarding experience (e.g., compensation, benefits, pre-employment screenings, occupational health services, etc.);

Keeps abreast of best practices and trends associated with talent acquisition;

Assists in the development of department goals and objectives;

Participates in financial and budgetary management; recommends and develops recruitment budget;

Designs, plans and executes employer branding activities;

Ensures consistent application of policies, guidelines, and collective bargaining agreements;

Participates in special projects and system-wide initiatives upon request from leadership;

Performs other related duties as assigned.

Qualifications


Bachelors degree with at least 7 years of progressively responsible experience or equivalent combination of education and experience;

Professional certification in Human Resources strongly preferred (PHR/SPHR);

Proficient knowledge of full-cycle recruiting and employer branding techniques;

Current knowledge of all applicable labor laws and regulations;

Familiarity with a variety of different selection methods;

Ability to think creatively and manage ambiguity;

Excellent communication and interpersonal skills;

Demonstrated writing skill at an advanced level; ability to compose professional correspondence and documentation;

Ability to work with a high degree of autonomy and make critical decisions in a fast-paced environment;

Ability to generate and analyze reports, and present technical data in a clear and concise manner;

Comfort in utilizing and leveraging technology to enable an HR service delivery model;

Advanced computer skills and ability to work with relational databases and social media;

Ability to work under pressure and manage multiple initiatives concurrently; must be able to set own priorities;

Ability to foster a cooperative work environment; demonstrated ability to apply emotional intelligence;

Knowledge of current recruitment trends and workforce forecasting and planning issues;

Ability to provide direction and motivate outcomes;

Self-motivated with a bias for action;

Track record of positive results and an ability to continuously improve and drive change;

Experience working within and across a complex organization;

Ability to maintain strict confidentiality
