Regional Coalition Manager, Hospital Preparedness Program

In support of the mission of the NJ Hospital Association and the ongoing development of the Health Care Coalition (HCC), we seek individuals to implement and support the Hospital Preparedness Program (HPP) grant initiatives within the Health Care Coalition. The Regional Coalition Manager provides administrative leadership, management and support to the assigned coalition(s), facilitating business processes, required activity tracking and reporting activities. Will also serve as liaison between NJHA staff and healthcare facilities and systems.
Essential duties include but are not limited to:
- Regional planning, mitigation, response and recovery working directly with regional emergency management (EM) stakeholders to identify best practices to support regional and statewide planning efforts of the HCCs;
- Offering HCCs technical assistance or consultative services to meeting CMS-3178-F; advising HCCs leadership and members on the requirements of Assistant Secretary for Preparedness and Response (ASPR) HPP;
- Working with HCC leadership and members to establish goals and timelines; reviewing or revising governance documents, resource and gap analysis, hazard vulnerability analysis, medical surge plans, operational emergency preparedness and regional response framework/plans to include capabilities, capacities, staff, equipment and supplies;
- Facilitating the development, implementation and tracking of annual work plans/regional training and exercise plans;
- Through site visits, manages regional resource inventories. Will manage, track and communicate resource availability during an event.
- Based on regional gap analysis will identify and coordinate the development and implementation of HCC trainings;
- Using the Homeland Security Exercise and Evaluation Program (HSEEP) and collaborating with HCC members will develop and implement HPP/PHEP required exercises.
- Will facilitate, educate and guide HCCs in the use of ASPR, NJ Department of Health (NJDOH), NJHA and coalition resources and emergency/disaster systems;
- Is responsible for regional communication with coalition leadership, members and partners. Will participate in the review, revision and development of information sharing protocols and procedures.
- Supports the development, coordination and administrative work of the HCC workgroups. As requested participates in regional/community emergency planning groups and committee meetings.
- Will monitor regional compliance with ASPR, HPP, state and federal regulations/guidelines associated with emergency management.
The Regional Coalition Manager will be responsible for the following administrative and financial functions:
- Coordination and development of all administrative documents to include plans, policies and procedures; meeting agenda and minutes as well as work plans.
- Utilizing NJHA project management tool, will track progress toward work plan and other activities for each coalition as well as across all coalitions;
- Will develop and submit HCC monthly reports;
- Will comply with financial management and accountability policies and procedures when procuring/purchasing goods and services for each assigned HCC.
- Supporting the activities of HCC serving as staff, advisor and liaison to other HCCs, emergency management partners and the NJHA director.
- Is responsible for the development, submission and tracking of the HCCs budget.
Qualifications for this position include:
- Three to five years’ experience in related field.
- Minimum bachelor’s degree, masters preferred.
- Excellent communication (written and verbal) skills; demonstrated proven strategic planning, decision-making, leadership and management, organization and coalition building skills. Ability to work collaboratively and in multidisciplinary environments or independently; ability to manage projects and multiple priorities; ability to recognize and solve problems; proficient use of Microsoft office products and the Internet required.
- Experience convening and facilitating complex groups and evaluating processes; anticipating requirements and facilitating solutions; conducting meetings and presentations to share ideas and findings; documenting and communicating results of coalition efforts; monitoring progress and ensuring timely completion of deliverables at coalition level.
- Experience with healthcare facility operations, infrastructure, continuity of operations, healthcare clinical operations; healthcare emergency planning and management; regulatory requirements for healthcare emergency preparedness and management; budgeting and budget management and communications systems (telephone and radio).
- Knowledge of New Jersey and national structures for community, county, regional and statewide healthcare and emergency preparedness/management activities and incident response and coordination.
- Ability to travel throughout the region, state and out of state as required or requested.
