The NC State Laboratory of Public Health is currently accepting applications for a Newborn Screening Unit Manager. The primary purpose of the Newborn Screening (NBS) Unit is to rapidly and accurately detect potentially fatal or disabling conditions in newborns to improve health outcomes. The NBS Unit Manager is responsible for the technical, administrative, and scientific oversight of the NBS Unit. This unit is comprised of a Tandem Mass Spectrometry (MS/MS) laboratory, Galactosemia/Biotinidase/Fluoroimmunoassay (GAL/BIO/FIA) Laboratory, and a Molecular Analysis Laboratory.

This position serves as the CLIA Technical Supervisor for the NBS Unit and is responsible for:Selection of test methodology,
Validation of new test procedures (this can require characterization of the screening population using pilot studies),
Management of an approved proficiency testing program
Establishment and maintenance of a quality management system within the Unit
Resolving technical problems and ensuring corrective actions following deviations in performance specifications
Managing training needs of external partners and assuring that all testing personnel receive routine in-service training and education
Evaluating the competency of all testing personnel and assuring all personnel maintain competency consistent with CLIA requirements
Hiring, monitoring employee's work schedules, evaluating employee's work performance and enforcing personnel policies.
This individual works collaboratively with partners to submit proposals in response to funding opportunities and collaboratively coordinates activities associated with the awards. The NBS Unit Manager represents the NCSLPH at state, regional, national and international meetings and coordinates quarterly meetings of the NC Newborn Screening Advisory Committee.

This position may be required to work on an occasional Saturday or state holiday to maintain turn-around times for laboratory testing.

Knowledge, Skills and Abilities / Competencies

Employees in this position must be capable of meeting the Federal CLIA '88 personnel requirements for a technical supervisor in a laboratory performing high complexity testing. Applicants must provide copies of their transcript(s) and/or certification(s) prior to hire.
General management experience
Demonstrated competency in analyzing data to ensure accurate testing and reporting
Experience in maintaining compliance with regulatory and standard-setting agencies, such as CDC, CLIA, ISO
Competency in developing and critiquing clinical diagnostic and/or public health laboratory practices, procedures and policies
Experience managing multiple, complex and competing priorities
Comprehensive knowledge of newborn screening instrumentation and methodologies.
Experience in the evaluation and development of procedures, methods and training materials.
Experience in maintaining a robust quality assurance program, including the development and implementation of improvement plans.
Proficiency in Microsoft Office products

Management Preferences: Doctoral Degree in chemical, physical, biological or clinical laboratory science from an accredited institution and 1-year postdoctoral training/experience in high complexity testing in the respective specialty
Eligibility for certification by the US DHHS approved boards
Experience in priority setting, developing and monitoring budgets, obtaining and managing grants, developing and/or applying state and federal statutes and regulations, supervising a diverse staff, developing and mentoring staff, strategic planning, implementing organizational change, and collaborating with a wide range of internal programs and external stakeholder groups
Experience in laboratory management, including management of a clinical laboratory performing a wide range of highly complex testing, including molecular diagnostics and tandem mass spectrometry, while meeting strict quality control requirements.
Comprehensive knowledge of the conditions found on the "Recommended Uniform Screening Panel" and ability to apply this knowledge to: conduct validation studies; establish reporting algorithms; provide guidance on interpreting complex test data and establish clinically useful reference intervals.
Experience in representing and/or advocating for a public health program before diverse audiences, such as agency executive leadership, legislative bodies, regulatory agencies, state and federal funders, constituent groups, public health partners, healthcare providers, scientific organizations, and the public.
Experience in representing an agency on committees and workgroups

Physical Requirements
An occupational medical assessment may be required to determine your ability to safely work with biological, chemical, or radiological hazards.
This position may also require periodic medical screenings to confirm safety practices are effectively preventing occupational injury or illness.

Minimum Education and Experience Requirements

Master's degree in chemistry from an appropriately accredited institution and seven years of progressive chemistry laboratory experience including at least two years supervisory experience;
OR an equivalent combination of education and directly related experience.
