This position will have responsibility for the administration and operations of Boston Medical Center Supply Chain contracting activity for a defined set of contracts. ESSENTIAL RESPONSIBILITIES / DUTIES:
Plan, execute, and manage sourcing activities including RFPs, RFIs, and other such initiatives that may vary in scale from a single department to organization-wide
Conduct benchmarking on potential new or existing purchases in order to determine optimal sourcing strategy
Negotiate and manage contracts that govern the purchase of supply chain products, certain purchased services, and/or other products as directed
Ensure that all contracts under management meet BMC standards and policies for acceptable terms and conditions, legal risk, and compliance
Oversee the negotiation and execution of certain contracts that are outside the direct management of Supply Chain and ensuring that such contracts also meet the standards of BMC contracting quality
Act as a resource of information and expertise on contracts under management as well as products and services covered by those contracts
Participate in Value Analysis process
Analyze the financial impact of new contracts and amendments and present the results internally or as part of the Value Analysis process
Ensure proper documentation and communication of contract-related facts and data in accordance with organizational policies and procedures
Ensure that quality of data generated and communicated during contracting process meets BMC policy standards for Master Data Management
Work to facilitate the contract management process by supporting and facilitating contracting activities with Purchasing, Legal, Finance, Administration, Supply Chain leadership and other parties as appropriate.
As appropriate, act as a liaison between suppliers for contracts under management and BMC departments and stakeholders
Support and direct the flow of contracts both in the contract management process and associated data-related activities in a timely manner for appropriate parties
Determine and validate appropriate signature authority for all contracts managed or overseen in accordance with BMC policy and procedure
As appropriate, work collaboratively with Quality Management, Purchasing/ staff, Value Analysis and requesting departments to identify those contracts that require performance measurements and to design and implement a plan to track such measures
Complete and assist with special projects as directed by the Director of Supply Chain Mgt.
Responsible for following all supply chain policies and procedures related to the supply chain areas under their direction and the associated operations
Assist in year- end audit activities as directed
Conform to hospital standards of performance and conduct, including those pertaining to patient rights, so that the best possible customer services and patient care may be provided
Utilize hospitals behavioral standards as the basis for decision-making and facilitate the departments and the hospitals mission and goals
Follow established hospital infection control and safety procedures.
Bachelors degree in Business or related field required.
2-3 years of experience with healthcare supply chain contracting and sourcing is required.
Knowledge and Skills:
Experience planning, managing, and executing multi-stakeholder sourcing activities (e.g. RFPs) is required.
Experience with automated contract management software is preferred.
Experience utilizing supply chain data to analyze contract spend, benchmark offers, and calculate the financial impacts of changes to a contract or the conversion of product is required.
High level of proficiency in Excel is required.
A thorough understanding of contract language and terminology, including contract responsibilities and requirements, is required.
Demonstrated project management skills are highly desirable.
Good oral and written communications skills as well as grammatical skills are required.
Familiarity with performance indicators and metrics related to contract fulfillment is desired.
