RUHS Public Health

Riverside University Health System – Public Health provides a variety of programs and services, from immunizations for illnesses like influenza, pertussis and measles, to nutrition programs that help new parents learn healthy recipes, to monitoring of illnesses like tuberculosis and west nile. We issue birth and death certificates, and have programs that help children exposed to toxic levels of lead, and educate the community about teen suicide. Public Health also includes Community Action Partnership, which provides weatherization and tax services, along with mediation and utility services, among its services.

The Riverside University Health System - Behavioral Health Department is recruiting to fill Behavioral Health III positions with the Juvenile Justice and Youth Treatment and Education Center (YTEC) Programs. This recruitment may also be used to fill other Behavioral Health Specialist III openings at the other Juvenile Justice facilities if necessary. Juvenile Justice and the Youth Treatment and Education Center (YTEC) offers treatment services to incarcerated and newly released youth through collaboration with the Behavioral Health and Probation Departments. The Behavioral Health Specialist III will provide individual and group-based substance use disorder counseling to consumers, conducts case management services, locates and links consumers to community resources, and assists the consumer in transitioning back into the community when released from custody. Candidates are required to be registered or certified at date of application as an Alcohol and Other Drug (AOD) Counselor and to have a valid Alcohol and Other Drug (AOD) certification or registration in accordance with the certification requirements as pursuant to Sections 11755, 11864, 11876 (a), and 11834.50 of the California Health and Safety Code and Sections 9846, 10125 and 10564 of the California Code of Regulations through either the California Consortium of Addictions Programs and Professionals (CCAPP), the California Association of DUI Treatment Programs (CADTP) and Addiction Counselor Certification Board of California (ACCBC). Prepare and maintain records, reports, and correspondence regarding substance abuse cases; maintain records on client case work.   MINIMUM QUALIFICATIONS Education: Completion of 30 semester or 45-quarter units from an accredited college or university, preferably with course work in psychology, sociology, behavioral science, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience being equal to 30 semester or 45-quarter units of college coursework.) Experience: One year providing individual or group counseling to individuals in a substance abuse treatment program/facility. This experience must have included responsibility for assessing, evaluating, designing treatment plans, and making referrals, either individually or as part of a team led by a substance abuse or medical professional, for substance abuse clients. Knowledge of: Basic principles and practices involved in improving behavioral health; laws, rules, and regulations governing a public substance abuse agency; counseling techniques applicable to substance abuse treatment and prevention; social, cultural, psychological, and economic factors relating to substance abuse; public agency, community resources, community based support systems, and their functions. The Adult Critical Care Unit at Riverside University Health Systems is hiring both Regular Full-time and Per Diem Registered Nurses II/III. Riverside University Health System-Public Health is currently recruiting for a Nutritionist to provide nutrition counseling and education to various age groups. This is the journey level classification in the Nutritionist Series. Incumbents report to a Supervising Nutritionist and provide nutrition needs assessment, nutrition education, and dietetic consultation services for the Child Health and Disability Prevention (CHDP), WIC Supplemental Food Program, Maternal, Child and Adolescent Health, Senior Nutrition and other programs or nutrition related projects in the Department of Public Health and the Office on Aging. The nutrition components of such projects are typically designed to service identified segments of the population which have special nutritional needs or are particularly susceptible to nutritional deficiencies, e.g. infants and children, prenatal and lactating mothers, senior citizens, economically disadvantaged. In the Department of Public Health incumbents usually receive administrative supervision from the assigned program director or the Supervising Nutritionist and functional or technical supervision from either the Senior Nutritionist, Supervising Nutritionist or the Public Health Program Director of Nutrition Services. Nutritionists working in Family Care Centers will report to a Nurse Manager or an Assistant Nurse Manager and receive technical/functional support from either a Supervising Nutritionist or a Senior Nutritionist in the Nutrition Services Branch. Work Schedule: 5/40 or 9/80, including some weekends, and evenings.   EXAMPLES OF ESSENTIAL DUTIES Implements, coordinates, promotes, and evaluates the nutrition component of specialized community and public health programs and projects. Develops and implements basic programs of instruction in diet therapy, nutrition, and diet counseling techniques for program and project staff; develops needed nutrition education materials. Teaches and counsels people of various age groups to select and/or prepare and use the foods that will best nourish their bodies, taking into consideration physical, financial, social, and emotional needs, as well as personal preferences and cultural patterns. Performs nutritional assessments on individuals prior to enrollment in programs; determines, through application of various published standards, whether individuals are at nutritional risk. Gives direct nutritional and dietetic consultation to individuals with special nutritional needs; plans and reviews menus for nutrition sites where meals are prepared and served for program participants. Conducts studies to determine the nature and extent of nutrition needs and problems of the population served and to evaluate the effects of nutritional and dietetic services being offered to participants. Contacts health professionals and makes presentations to relevant parties in the community in order to promote the services being offered through the nutrition component of specific department programs. Oversees and participates in the preparation of required records, reports, and evaluation on nutrition component activities for specific department programs. Provides technical training and functional supervision for program staff assigned to the nutrition component.   MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's or a Master's degree in Nutrition, Dietetics, Home Economics, Health Science or a closely related field. Experience: One year of professional experience in nutrition education and individual counseling services within a community or public health setting. (Possession of a Master's degree from an accredited college or university in Nutrition or a closely related field may be substituted for one year-required experience.) Knowledge of: The chemical and physiological processes and functions of specific nutrients in meeting people's nutritional needs throughout the life cycle; the principles of food selection, purchasing, preparation, processing, and meal planning in relation to appeal, cost, nutritive value, and quality; a variety of dietary patterns and the particular food requirements of maternal, geriatric, economically disadvantaged, physically handicapped, and other groups having special nutritional needs; health-education methods as they apply to the field of nutrition; typical community sources of nutritional data and aid. Under general supervision, uses aseptic techniques to maintain offices, hospital patient units, hospital living quarters, and other assigned areas in the Riverside University Health System (RUHS)-Medical Center, RUHS-Public Health clinics, and the Psychiatric In-patient facility or other facilities as directed; and performs other related duties as required. The Housekeeper is an entry-level classification and reports to a supervisory or manager level position. This class is distinguished from the class of Custodian in that the former class performs aseptic cleaning of hospital/healthcare facilities and is responsible for the safe removal of hazardous and contaminated materials.   EXAMPLES OF ESSENTIAL DUTIES Using aseptic techniques, clean, sweep, wash, and mop floors, walls, beds, furniture, and appliances in offices, restrooms, wards, living quarters, and other hospital/healthcare areas. Under general direction, positions in this series are expected to perform specialized psychiatric/medical services involving the examination, diagnosis, and treatment of patients/clients receiving County mental health services; to assist in providing training and educational programs; and to perform other work, as required. This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2), (5) or (6) of the County Management Resolution and serves at the pleasure of the Medical Director, Mental Health Services.   EXAMPLES OF ESSENTIAL DUTIES Assumes medical responsibility for patients/clients under their direct care/and supervision. Conducts comprehensive psychiatric assessments/evaluations and mental status examinations (MSEs) of patients/clients, and providing multi-axial diagnoses according to the current edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM) approved by the American Psychiatric Association (APA). Obtains and reviews data, including laboratory and other diagnostic procedures or consultations pertinent to the evaluation and treatment of patients/clients. Provides detailed written reports of assessments/evaluations, MSEs, diagnoses and summaries of treatment provided, and completes all medical records as required. Provides specialized expertise in the development and implementation of individualized mental health treatment planning for assigned patients/clients. Provides competent psychotropic medication treatment and other psychiatric treatments to meet the needs of assigned patients/clients. Evaluates and treats assigned patient/clients utilizing sub-specialized psychiatric training and certifications. Provides psychiatric services in outpatient clinics, residential treatment programs, emergency rooms and other settings. Provides consultation, review, and guidance to Staff Psychiatrist I, II, and III physicians in the evaluation and treatment of patients within their psychiatric sub-specialty area(s) of certification. Advises the medical director and administration about polices and issue relating to the evaluation and treatment of psychiatric sub-specialty populations. Participates in quality assurance, quality improvement and performance improvement programs and activities, including medical staff review. Provides consultative and training services for practicum students and non-physicians regarding psychiatric sub-specialty area(s) of certification. Provides expert advice and counseling for families and others involved regarding patient/client issues, problems and course of treatment. Presents information about mental disorders and their treatment to community groups and agencies. Prepares legal and other Court-related documents, written reports, and provides Court testimony as necessary. Participates in medical staff committee work as assigned and performs related tasks as required.   MINIMUM QUALIFICATIONS Staff Psychiatrist II: Experience: Must have completed at least three years of post-internship training or at least four years in an approved psychiatry residency training program, and be qualified for examination to become Board Certified by the American Board of Psychiatry and Neurology in psychiatry. The Riverside University Health System (RUHS) - Medical Center is currently recruiting for experienced Registered Nurses for the department of Whole Person Care. The department is currently recruiting for following locations: East Region: Banning/ Palm Springs, Rancho Mirage , Hemet West Region: Lake Elsinore , Murrieta , Perris These nurses will be covering different sites and not one specific care clinic or probation location. Whole Person Care department works in alignment with the Riverside County Probation sites where they will screen all new probationers for insurance, housing, substance use, behavioral, medical, and social needs. Registered Nurses screening will then make referrals to appropriate departments to receive care appropriate to need. Probationers who are identified as having serious mental illness will be care managed by WPC RN hired into the Federally Qualified Health Clinics (FQHC). These RN care managers will ensure coordination and integration of all services being provided to the probationer. Candidates selected for a position with a Probation Office will need to pass an extensive background investigation conducted with the Probation Department. The Riverside University Health System - Behavioral Health Department is recruiting for a Behavioral Health Service Supervisor Job ID 19708 to supervise the Conservatorship Investigation and Long-Term Care Program in Riverside. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency. Candidates qualifying with the Licensed Professional Clinical Counselor option must have completed additional education and training as defined below: 1) Six semester units or nine quarter units specifically focused on the theory and application of marriage and family therapy, OR a named specialization or emphasis area on the qualifying degree in marriage and family therapy, marital and family therapy, marriage, family, and child counseling, or couple and family therapy; 2) No less than 500 hours of documented supervised experience working directly with couples, families, or children; and 3) A minimum of six hours of continuing education specific to marriage and family therapy, completed in each license renewal cycle. OPTION II Education: Possession of a Master's degree from an accredited college or university in mental health, psychiatric, public health nursing, or a closely related field. (The required Master's degree may be substituted with a Bachelor's degree from an accredited school of nursing and one additional year of qualifying experience.) AND Experience: Three years of professional nursing experience in a psychiatric or mental health setting providing direct client services which must have included: client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or mental health counseling, and providing indirect services involving information, consultation, and educational services to staff and community. AND License: Possession of a current license to practice as a Registered Nurse in the State of California. The Riverside University Health Systems - Behavioral Health Department has a vacancy for a Recreation Therapist/Trainee. This recruitment will be used to fill openings at the Robert Presley Detention Center in Riverside, Cois M. Byrd Detention Center in Murrieta and the Larry D. Smith Correctional Facility in Banning. The Incumbent will provide therapeutic centered recreation activities to inmates, based on a therapeutic assessment.  They will also work with law enforcement staff and other behavioral health personnel on comprehensive case management while using therapeutic recreation to help achieve the team's rehabilitation and/or integration objectives.
